Question: From Abdul Aziz bin Abdullah bin Baz to the esteemed brother, may Allah preserve him. Peace be upon you, and the mercy of Allah and His blessings. To proceed:
This is a reference to your letter dated 25/9/1973 concerning attendance in Madinah al-Munawwarah, in which you mentioned a supplication that you stated is a blessed narrated one, entirely a plea to the Lord (subhanahu wa ta'ala) with the karamat and miracles which God has bestowed as a favor upon His believing servants, and you mentioned that if it were recited over a fire it would be extinguished, and if it were recited over flowing water it would come to a standstill.

Answer: I inform you that this supplication is not one that has been transmitted, and it has no basis as far as we know. It also contains a form of tawassul (seeking a means of nearness to Allah) that is not sanctioned by the sharia. The sanctioned tawassul is for the servant to seek nearness to his Lord by His names, as Allah, the Exalted, said: Seeking nearness to Allah through righteous deeds, the greatest of which is tawhid, and the most beneficial supplication is the prophetic supplications with which the Messenger of Allah ﷺ used to supplicate, not what people have innovated such as this supplication you have mentioned. What is wajib upon you is to be concerned with acquiring understanding of the religion of Allah, and to ask the people of knowledge and insight about whatever is unclear, and to be wary of whatever contradicts the guidance of the Chosen One ﷺ. ﷺ.
As for your desire to come to Madinah while your financial situation is weak, you must be diligent in observing taqwa of Allah wherever you may be. Allah, the Exalted, has not made hajj to His Sacred House obligatory except upon those who are able, as He, the Exalted, said:then you are excused, and if Allah grants you sufficiency you will head toward the Sacred Lands, and otherwise Allah does not burden a soul beyond its capacity, and peace be upon you and the mercy of Allah and His blessings.[1].
وَلِلَّهِ ٱلۡأَسۡمَآءُ ٱلۡحُسۡنَىٰ فَٱدۡعُوهُ بِهَاۖ وَذَرُواْ ٱلَّذِينَ يُلۡحِدُونَ فِيٓ أَسۡمَٰٓئِهِۦۚ سَيُجۡزَوۡنَ مَا كَانُواْ يَعۡمَلُونَ
And (all) the Most Beautiful Names belong to Allah, so call on Him by them, and leave the company of those who belie or deny (or utter impious speech against) His Names. They will be requited for what they used to do.

In it are manifest signs (for example), the Maqam (place) of Ibrahim (Abraham); whosoever enters it, he attains security. And Hajj (pilgrimage to Makkah) to the House (Ka'bah) is a duty that mankind owes to Allah, those who can afford the expenses (for one's conveyance, provision and residence); and whoever disbelieves [i.e. denies Hajj (pilgrimage to Makkah), then he is a disbeliever of Allah], then Allah stands not in need of any of the 'Alamin (mankind and jinns).
